Summary of Legislation: The bill establishes the Court Reporter Board (CRB). The bill sets qualifications for a licensed court reporter. The bill requires the CRB to develop procedures for licensing court reporters.

Effective Date: July 1, 2010.

Kentucky AG Confirms Validity of Anticontracting Statute

May 26, 2006 – The Kentucky attorney general has confirmed that statute KRS 454.280 prohibits an insurance company from contracting with an intermediary to obtain the services of independent court reporters to take depositions in court cases in which the insurance company has a financial interest in the outcome of the case. Stated simply, an insurance company may not use a third party to do indirectly what it is prohibited from doing under the statute.

The Kentucky Court Reporters Association had requested that the attorney general analyze the validity and scope of Kentucky’s anticontracting statute in situations where insurance companies hire a legal services company “to procure” court reporting services. The attorney general confirmed that, “By using a third party, the insurance company changes the form of the transaction, but not the substance.”

Therefore, “We think the purpose of the statute is defeated where an insurance company or any other entity with a financial interest in the outcome of the case, other than an attorney for one of the parties, hires a court reporter indirectly through another entity.”

The statute exempts attorneys because they are officers of the court and are licensed, regulated, and disciplined by the Kentucky Supreme Court.

Fort Wayne Chili Cook-Off

Take twenty or so crock pots of chili, add sample size cups and spoons, stir in cornbread and other accompaniments, liberally add a hungry crowd of over one hundred; cook together for 3 hours and what do you have? The 1st Annual Trial by Fire! Chili Cook-Off, held Monday December 14th in the National City Center to benefit Toys for Tots. Legal professionals donated a pot of their favorite recipe of chili in 5 different categories and were judged based on how many $1 votes they received. Kristin Bilinski of Barrett & McNagny brought in the most votes, and was the overall winner. She takes one year possession of a travelling trophy cooking pot, inscribed with her name and firm, and receives a keepsake trophy for her recipe that she describes as a delicious combination of “a secret Texas recipe, and my own additions to it.”

Over $750 was raised for Toys for Tots. The Chili Cook-Off committee plans the second chili cook-off for next November.

Certificates of Accomplishment were awarded in five categories. They were:

Three Stewart Richardson Reporters Earn New Certifications

Nancy Kottenstette and Regina Geissinger both earned Registered Professional Reporter designations from the National Court Reporters Association. Congratulations to both of them.

Sally Cekander achieved a significant career milestone by earning the Registered Merit Reporter, one of the toughest tests the National Court Reporter Association administers. Sally passed all portions of the test in one setting, a rare occurrence. Dictation speeds were given at 260 words per minute. Sally is now preparing for the Certified Realtime Reporter exam. All of us are extremely proud of Sally’s dedication and hard work.
